The National Logistics Policy 2022: Explained

As we know, a well-functioning logistics sector forms the backbone of domestic and international trade in any country. It connects all vital industries and ensures a smooth supply chain of goods and services. A logistics sector requires efficient transportation systems, inventory management (warehousing), quick & easy flow of data, and reliable customer service.

During strict lockdowns amidst the Covid-19 pandemic, our logistics sector rose to the occasion and delivered essential goods and services with limited resources. Now, the Indian government has introduced an important policy that aims to bring much-needed changes to the logistics sector.

On September 17, Prime Minister Narendra Modi announced the National Logistics Policy (NLP) 2022. It aims to ease the movement of goods and boost the trade sector in our economy. In this article, we dive into the challenges faced by the Indian logistics sector and how this new policy plans to address them.

Key Challenges Faced by the Logistics Sector

  • The Indian logistics market is worth over $200 billion as per government estimates. However, the sector is extremely complicated and inefficient. There are 20 government agencies, 40 government partner agencies, 36 logistics services, 129 inland container depots, 168 container freight stations, and many other intermediaries in between. So it takes a lot of time and money to clear all paperwork in order to transport goods!
  • Currently, if the logistical cost of moving a product from one location to another is $100, customs, paperwork, insurance, and administration costs account for nearly $12. The logistical cost in India is about 13% of our gross domestic product (GDP). This figure is higher than that of the US, Europe, and China

  • Due to high logistical costs, the competitiveness of India’s exports has fallen. Poor infrastructure across our country, increasing fuel costs, and legal complications continue to severely affect the transportation of goods. There are constant delays, and some of our existing networks are under-utilised.

What is the National Logistics Policy?

For nearly three years, the Indian govt has been working on a policy to address the primary concerns of institutions and stakeholders in the logistics sector. Here are the main features of the National Logistics Policy 2022:

  • The policy aims to bring down the logistics cost from 13-14% of the GDP to around 8% of GDP in the next five years.
  • The Indian government will create a roadmap to reduce the country’s dependence on road transport for cargo movement. It will explore more options like railways, shipping, and air transport. The govt also plans to establish logistics parks/hubs strategically across the country.
  • The govt will focus on digital transformation in the logistics sector and bring it in line with global standards. The new policy has four features: Integration of Digital System (IDS), Unified Logistics Interface Platform (ULIP), Ease of Logistics (ELOG), and System Improvement Group (SIG).
  1. Under the IDS, data from the road transport, railways, customs, aviation, and commerce departments will be integrated into a single platform.
  2. A ULIP will bring all the digital services related to the transportation sector into a single portal. 
  3. Industry associations can use ELOGs to reach out to the government and resolve issues.

Thus, all key entities involved in the Indian logistics sector can track real-time movements, access documents digitally, reduce costs, and save valuable time.

The Way Ahead

NLP aims to remove all obstacles and inconsistencies in the logistics sector by re-engineering current processes. The government’s vision is to develop a technologically enabled, cost-efficient, sustainable, and trusted logistics ecosystem for accelerated growth. The fall in logistics costs would improve the competitiveness of Indian goods in domestic and export markets.

However, there’s a long way to go. Our logistics sector is heavily dependent on roadways. The ambitious Bharatmala Project was launched in 2015 to develop a massive highway network across our country by FY22. Sadly, the project is now facing a six-year delay, and the costs of raw materials are surging. Connectivity between roads and ports is another critical issue. We don’t have a dedicated rail corridor for freight transport yet even though it’s the cheapest mode to transport goods.

We can see that logistics companies are now̧ trying to expand their current networks and increase their capacities. The most prominent listed firms in the Indian logistics industry include Blue Dart, Delhivery, Container Corporation of India, VRL Logistics, Allcargo Logistics, Navkar Corp, Aegis Logistics, Mahindra Logistics, and TCI Express. Adani Group enters into cement business; incorporates Adani Cement

The Adani Group, which has a strong presence in the ports, airports, power, gas distribution, and other businesses, is all set to enter the cement sector in India. Adani Enterprises announced that it has incorporated a new wholly-owned subsidiary, Adani Cement, with an authorized share capital of Rs 10 lakh and paid-up capital of Rs 5 lakh. The new subsidiary will operate as a manufacturer, producer, and processor of all types of cement. This development is likely to cause some disruption in the highly competitive Indian cement industry.

SEBI looks into Rs 4,000 deal between PNB Housing Finance, Carlyle

PNB Housing Finance Ltd’s Rs 4,000 crore deal with US-based private equity firm Carlyle Group has come under the scanner of the Securities and Exchange Board of India (SEBI). The development comes after proxy advisory firm Stakeholders Empowerment Services (SES) red-flagged the deal structure. In a report, SES stated that the deal was an abuse of minority shareholder rights and questioned why PNB willingly surrendered its control over its housing finance arm to the Carlyle Group without extracting a fair compensation control premium.

J K Cement Q4 Results: Net profit rises 32% YoY to Rs 216 crore

J K Cement Ltd reported a 32.76% YoY increase in consolidated net profit to Rs 215.91 crore for the quarter ended March (Q4). Net profit has declined by 1.58% when compared to the previous quarter. Its total income rose 37.84% YoY to Rs 2,168.18 crore during the same period. Net profit for the financial year ended March 31, 2021 (FY21) increased by 44.14% YoY to Rs 709.71 crore. The cement manufacturer’s board has recommended a dividend of Rs 15 per share.

India’s fuel demand slips to nine-month low in May

India’s fuel demand fell to its lowest level in nine months in May 2021 as restrictions to curb the second wave of Covid-19 infections affected mobility and muted economic activity. Total fuel demand fell 11.3% to 15.1 million tonnes (MT) in May, compared to April. Petrol consumption in May declined by 16% to 1.99 MT over the previous month. Diesel sales declined by 17% to 5.53 MT when compared to April. The data was released by the Petroleum Planning and Analysis Cell (PPAC) of the Ministry of Oil.

Indian Hume Pipe Q4 Results: Net profit rises 51.7% YoY to Rs 38 crore

Indian Hume Pipe Company reported a 51.74% YoY increase in net profit to Rs 38.45 crore for the quarter ended March (Q4). Net profit has jumped 767.95% when compared to the previous quarter. Its total income rose 20.8% YoY (or 70.5% QoQ) to Rs 481.03 crore during the same period. However, net profit for the financial year 2020-21 (FY21) declined by 42.78% YoY to Rs 42 crore. The concrete pipe manufacturing company’s board has recommended a dividend of Rs 2 per share.

Info Edge acquires Bengaluru-based Zwayam Digital

Info Edge India Ltd has entered into an agreement to acquire 100% share capital of Zwayam Digital Pvt Ltd. The Bengaluru-based firm operates Zwayam, an artificial intelligence (AI) and machine learning-powered recruitment management software platform. It helps enterprises streamline and automate their entire recruitment workflow from sourcing to onboarding. Info Edge’s Managing Director said this acquisition will complement the company’s current recruitment offerings and help it cement its position as a leader in the enterprise recruitment solutions market.

BPCL seeks exemption from open offer for listed joint ventures

Bharat Petroleum Corporation Ltd (BPCL) has written to market regulator SEBI, seeking an exemption to the regulation that its new owner would have to make an open offer to minority shareholders of two companies which it is a promoter of— Petronet LNG and Indraprastha Gas Ltd (IGL). BPCL holds a 12.5% stake in Petronet LNG and a 22.5% stake in IGL and is a promoter for both companies. This means that potential buyers of BPCL would be required to make an open offer for the two promoter firms, which would cost them more.

VRL Logistics Q4 Results: Net profit declines 6.5% QoQ to Rs 37.16 crore 

VRL Logistics Ltd reported a 6.5% quarter-on-quarter (QoQ) decline in net profit to Rs 37.16 crore for the quarter ended March 2021 (Q4 FY21). Net profit has jumped 1,644% when compared to the corresponding quarter last year (Q4 FY20). Its total income rose 6% QoQ (or 20.54% YoY) to Rs 603.02 crore in Q4 FY21. Net profit for the financial year 2020-21 (FY21) declined by 50% YoY to Rs 45.06 crore. The company’s board has recommended a dividend of Rs 4 per share.

Inox Leisure allots Rs 96.77 lakh shares to QIBs at Rs 310 per share

The Board of Directors of Inox Leisure Ltd has approved the issue and allotment of 96.77 lakh equity shares to eligible qualified institutional buyers (QIBs) at an issue price of Rs 310 per share. The issue price is a ~5% discount to Friday’s closing price. The QIP was opened on June 8 and closed on June 11. Thus, the multiplex operator has raised Rs 300 crore via the QIP.

Anupam Rasayan Q4 Results: Net profit jumps 113% YoY to Rs 22 crore

Anupam Rasayan India Ltd reported a 113.29% YoY jump in consolidated net profit to Rs 22.14 crore for the quarter ended March (Q4). Net profit has increased by 2.31% when compared to the previous quarter. Its total income rose 65.9% YoY (or 44.63% QoQ) to Rs 274.16 crore during the same period. Net profit for the financial year 2020-21 (FY21) increased by 32.12% YoY to Rs 70.29 crore. The Board of Directors of the specialty chemicals manufacturer has recommended a dividend of Rs 0.5 per share.

JK Cement Q3 Results: Net profit rises 74% YoY to Rs 217 crore

JK Cement Ltd reported a 74.82% YoY increase in consolidated net profit to Rs 217.28 crore for the quarter ended December (Q3). Its revenue from operations rose 24.52% YoY to Rs 1,832.71 crore during the same period. Delhi Govt floats tender to set up 500 EV charging points at 100 locations

Delhi Power Minister Satyender Jain announced that the state government has floated a tender to set up 500 electric vehicle (EV) charging points at 100 locations. The estimated timeline to complete the project is one year. Earlier this week, Delhi Chief Minister Arvind Kejriwal launched ‘Switch Delhi’, an awareness campaign that aims to sensitize citizens about the benefits of switching to EVs. The Delhi government plans to ensure that 25% of new vehicles will be electric by 2024.

BHEL Q3 Results: Net loss at Rs 217 crore 

Bharat Heavy Electricals Ltd (BHEL) reported a consolidated net loss of Rs 217 crore for the quarter ended December (Q3). It had posted a net profit of Rs 161.81 crore in the corresponding quarter last year. The state-run company’s revenue declined 21.6% YoY to Rs 4,451.4 crore in Q3 FY21. BHEL said its operations had recovered as compared to the previous quarter (Q2), but pre-Covid levels are yet to be achieved.

Punjab & Sind Bank Q3 Results: Net loss at Rs 2,375 crore

Punjab & Sind Bank reported a net loss of Rs 2,375.53 crore for the quarter ended December (Q3). It had posted a net loss of Rs 255.49 crore in the corresponding quarter last year. Net income fell 9.1% YoY to Rs 1,763.10 crore during the October-December period (Q3 FY21). The bank’s gross non-performing assets (NPAs) remained high at 13.14%, compared to 13.58% in Q3 FY20. Provisions for bad loans and contingencies increased to Rs 2,924.69 crore, compared with Rs 494.30 crore in Q3 FY20.

VRL Logistics Q3 Results: Net profit rises 54% YoY to Rs 40 crore

VRL Logistics Ltd reported a 54% YoY increase in net profit to Rs 39.74 crore for the quarter ended December (Q3). Its revenue rose 1.11% YoY to Rs 563.42 crore during the same period. The company’s board has approved a proposal to buyback shares (of the face value of Rs 10 each) at Rs 300 per share. The maximum buyback size will be Rs 60 crore.

Affle India Ltd reported a 43.08% YoY increase in net profit to Rs 30.69 crore for the quarter ended December (Q3). Its revenue rose 59.32% YoY to Rs 150.49 crore during the same period. Affle India is a global technology company with a proprietary consumer intelligence platform that delivers consumer acquisitions, engagements, and transactions through relevant mobile advertising. 

Divi’s Labs Q3 Results: Net profit rises 31% YoY to Rs 471 crore

Divi’s Laboratories reported a 31.05% YoY increase in net profit to Rs 470.62 crore for the quarter ended December (Q3). The drug firm’s revenue rose 22% YoY to Rs 1,720.76 crore during the same period. In December 2020, Divi’s Labs became the second listed pharma company in India after Sun Pharma to cross the Rs 1 lakh crore market capitalisation mark.

AstraZeneca Pharma India said it has received approval from the Drugs Controller General of India (DCGI) for Dapafliflozin tablets 10mg. The tablets are used for the treatment of patients with chronic kidney disease.

Tanla Platforms Q3 Results: Net profit jumps multi-fold to Rs 93 crore

Tanla Platforms Ltd reported a multi-fold increase in net profit to Rs 93.52 crore for the quarter ended December (Q3). It had posted a net profit of Rs 68 lakh during the corresponding quarter last year. The company’s revenue rose 21.35% YoY to Rs 654.11 crore in Q3 FY21. Tanla Platforms is a cloud communications provider based in Hyderabad.

CARE Ratings Q3 Results: Net profit rises 7% YoY to Rs 18 crore

CARE Ratings Ltd reported a 6.95% YoY increase in consolidated net profit to Rs 18.63 crore for the quarter ended December (Q3). Its revenue declined by 0.91% YoY to Rs 55.60 crore during the same period. The company’s core ratings and review business has fallen on a year-on-year basis. The Board of Directors of the credit rating agency has declared an interim dividend of Rs 3 per share.

Birlasoft Q3 Results: Net profit rises 33% YoY to Rs 96 crore

Birlasoft Ltd reported a 32.6% YoY increase in consolidated net profit to Rs 96.3 crore for the quarter ended December (Q3). Its revenue from operations grew 5.7% YoY to Rs 72.6 crore during the same period. The IT services company signed deals worth $109 million (~Rs 793 crore) in total contract value (TCV) during the quarter. Its active client count was at 295.
